Springfield was established in 1801 and was named the county seat of Clark County. Markets to the east and west were opened to the Buck Creek State Park area in 1840 with the completion of the National Road, now U.S. Route 40. Springfield transformed from an agriculture based community to an industrial center.
The original dam at Valley Water Mill was built in the 1850s, to hold water for the operation of McCracken Mill, a local grist mill. In 1957, the lake and land that became the park were purchased by the Springfield Green County parks department. In 2008, the lake and dam were re-constructed giving the reservoir a maximum depth of 14 feet (4.3 m).
Menlo Park, Guy Lee Park, and a portion of Bob Artz Memorial Park are donated to the District. Kelly Butte and Willamette Heights Park sites are acquired for $1 each from the city of Springfield. A portion of Island Park is acquired from Lane County, which includes the future site of the Senior Adult Activity Center. Royal Delle Park opens in 1960.

Washington Park is a park in Springfield, Illinois, listed on the National Register of Historic Places. Located at 1400 Williams Boulevard, the park features walking trails, a botanical garden, large duck pond, rose garden, carillon, and carillon concerts. The park was purchased for city use in 1900, and construction began in 1901.

There are numerous parks located around Lake Springfield. Most parks have pavilions that are available to the public, and many have docks with fishing access. Lincoln Memorial Gardens is located on the east side of the lake, and offers trails and other exhibits. The public beach closed in the 2000's and never re-opened.
