(1) The Menu Bar (= Task Bar) for any and all apps that you want is a bar across the bottom of the screen. Natively you cannot relocate this bar. The bar is also called a Launcher (a la Apple) and icons can go left side of the bar or center of the bar. That is all you can do natively in Windows 11. Windows 11 is fairly tightly nailed down.
Step 1: open the Vbox preferences for VMs. Step 2: find the host key. In the example below, it is Ctrl + Alt. Step 3: find the scale shortcut. In the example below, it is Host + C. Which means Ctrl + Alt + C. As a result, Ctrl + Alt + C will show the menu, if it had disappeared due to the scale mode. Share.
You were lucky to hide this clutter of menu bar actually, try to keep this onward. Next thing to notice would be that any, every submenu can be "detached" and made freely floating. So if there is some - any - submenu that you would be using heavily for next 5 minutes - just undock it from the main and move it to anywhere you would find handy.

Stating "I can't click anywhere to find them" without specifying what has actually been tried is completely useless. @Jeeped, that might be possible if the menu bar ...
After you save the file, Sublime should reload the hotkey bindings automatically and you should be able to use the CTRL+ALT+M hotkey to toggle the menu bar. I still miss the ability to show the menu just by pressing ALT+LETTER to open the specific menu automatically, but this (along with the Command Palette) helps a lot.
