Regardless, the Rod of the Pact Keeper is strictly an arcane focus, per the description for magic rods (DMG, p. 139) and the list of arcane foci (PHB, p. 150). This is not be confused with magic staves, which can all be assumed to be quarterstaffs and thus would be a viable candidate for being a Pact Weapon.
I realize the Rod says you gain the bonus to spell attack rolls, and using the pact blade isn't really a spell attack, but that same warlock would have a higher bonus to hit with a cantrip than their pact weapon.

Staff of Power Spells (which are cast using charges from the staff) aren't sorcerer, warlock, or wizard spells, they are spells from the magic item.

Or see if the DM will allow you to integrate the Rod into he handle of your shield. RAW no you can't do this but theres no real mechanical reason not to allow it.
