It is located between Jackson and Oak Hill at the intersection of Ohio State Route 93 and Clay Banner Road/Pyro Road. No municipalities are located in Clay Township, although the city of Portsmouth (the county seat of Scioto County) has incorporated much of the southern part of the township. The census-designated place of Rosemount lies in the center of the township, along with the unincorporated communities of Eden Park, Rubyville, and Twin Valley.
Located in the southwestern corner of the county, it borders the following townships: Newton Township - north; Brush Creek Township - east; York Township, Morgan County - south; Harrison Township, Perry County - west; Part of the village of Roseville is located in northwestern Clay Township.
