Điện Biên (chữ Hán: 奠 邊) is a province in the Northwest region of Vietnam.It is bordered by Lai Châu to the northeast, Sơn La to the southeast, Pu'er City, Yunnan, China, to the northwest, and Phongsaly province in Laos to the west.
Because of Dien Bien Phu's strategic importance, it was chosen as the stage for this attack. The siege of Dien Bien Phu began on March 13, 1954. By this date the Viet Minh had approximately 50,000 regular troops, 55,000 support troops in the area. They also had around 100,000 transport workers in Mường Thanh Valley area bringing in Chinese aid.
Điện Biên Phủ lies in Mường Thanh Valley, a 20 km (12 mi) long and 6 km (3.7 mi) wide basin sometimes described as "heart-shaped." It is on the western edge of Điện Biên Province, of which it is the capital, and is only about 10 kilometres (6.2 mi) from the border with Laos .

The district lies in the southeastern part of Điện Biên Province, to the immediate southeast of Điện Biên Phủ City, south of Tuần Giáo district, east of Điện Biên district, north/northwest of Sốp Cộp district and west of Sông Mã district and Thuận Châu district in Sơn La province.

SDC had published the Vietnam wargame Battle for Hue in 1973, and returned to the same theme later that year with Dien Bien Phu, designed by Dana Lombardy based on an original game idea by Guy R. Hail. [2] It was published as a free pull-out game in Issue 6 of SDC's house magazine Conflict, [2] and was also released as a ziplock bag game.
