Flea dirt looks like black, tiny, round pepper flecks. Flea dirt can be spotted with the naked eye in the fur of your pet. One way to tell real dirt from flea dirt is to moisten the black debris you obtain from your pet. If it turns red it is flea dirt.
Perhaps any flea dirt remaining after a bath produced some sort of staining...hhmm Have you found any actual fleas on him? Some dogs are actually allergic to fleas (their saliva, I believe) so maybe it could even be something like that. Allergies can suddenly develop at any age, just like in humans.

I have two dogs that are yard dogs. One has very long fur, the other has short fur. They are both mixed breeds. Amazingly, the dog with long fur does not have fleas or ticks. The dog with short fur has fleas all over, no ticks. Even after treating with fleas soap and flea powder, in one day he is infested again.
I thought it was fleas and bought some “Hartz” flea meds and put it on him. Within a day he was perfectly fine with no scratching. At 6 months the same thing happened. Randomly started with intense persistent itching. I put Hartz flea med on him again and within a day he was fine. (yeah, I’m not being too consistent with flea meds on him..)
Try using a flea comb. You can find them at any Walmart or Target for less than $5. Brush all your dogs and cats. Go for the areas with the most fur-- the base of the tail was the hot spot when my dog had a flea problem a couple years ago. (Make sure you have a bucket of hot water nearby to drown any fleas you might find.)
looks like a typical rash with some salivary staining (from being licked a lot). Could be from anything that makes a dog itch.
I only apply flea meds when I see fleas on the dog. I run a flea comb through his coat and if I find no fleas nor flea dirt, I don't apply flea meds. I usually only have to apply them once or twice a year during the summer. Some years I never find a flea. All flea meds are poisons so I don't use them unless necessary. I never use them "just in ...
Looks like it might be flea bites and flea dirt. If a dog is allergic to fleas one bite can cause these things. I always used frontline when I needed flea protection for my dogs and cats because it is water proof and it was the most effective. If you can find some aloe vera it will soothe and dry the area.
Have you bathed him it looks like flea dirt and it also looks like an infection. Off to the the vet for a check. Also monitor the skin to make sure the flea product is working. If your dog is allergic you have to make sure the fleas stay off.
