Non-English names should be moved to a footnote or elsewhere in the article if they would otherwise clutter the first sentence. The difference between an Oxford comma and a regular comma is that an Oxford comma refers to the final comma in a series that would come before the last conjunction of a sentence.

The MoS is just a bit inconsistent here. Second, the MoS is a guideline, not policy, so no one should be changing people's commas or quotation marks.
