Is available only for fully protected pages; it is disabled for semi-protected pages because it causes issues as noted at Phabricator. Press the Confirm button. The page now is protected, but you now need to inform editors that the page is protected and to categorize the page in, for example, Category:Wikipedia semi-protected pages.
