The National Library and Documentation Services Board was established under the act No: 51 of 1998 [1] succeeding the Sri Lanka National Library Services Board which was established in 1970. The board is placed under the Ministry of Education. The present Board of Directors consists of 11 members including a full-time Chairman.
In 1974 British architect, Michael Brawne (1925-2003) [2] was commissioned by UNESCO to assist the National Library Services Board in preparing a design for the national library. [3] A 1.11 ha (2.75 acres) site, adjoining the National Archives , on Independence Avenue, was identified and secured on 13 January 1976.
Five copies of all publications which are published in Sri Lanka are to be sent to the Department of National Archives under the Printers and Publishers Ordinance. [1] Four of these copies are sent each to; National Library and Documentation Centre; National Museum Library; University of Peradeniya library; Library of the University of Ruhuna.

In 2016, Library was fully automated with Koha FOSS Library Management Library System with a consultancy of Open University of Sri Lanka. In 2017, The Digital Libraries Project was launched at Colombo Public library by the Information Communication Technology Agency of Sri Lanka (ICTA) in collaboration with National Library and Documentation Services Board.
