For almost 400 years, hundreds of counties, cities, and towns were formed in the Colony of Virginia and later the Commonwealth of Virginia. It was generally the tradition of the English during the colonial period to establish large geographic units, and then to sub-divide them into smaller more manageable units.
The Colony of Virginia was a British colonial settlement in North America from 1606 to 1776. The first effort to create an English settlement in the area was chartered in 1584 and established in 1585; the resulting Roanoke Colony lasted for three attempts totaling six years. In 1590, the colony was abandoned.

In 1634, by order of Charles I, King of England, eight shires or counties with a total population of approximately 5,000 inhabitants were established in the colony of Virginia. The area included what is now Surry County (across the James River), part of Charles City County and some of New Kent County .
