An administrative city (kota administrasi) or an administrative regency (kabupaten administrasi) is a subdivision of province without its own local legislatures (Dewan Perwakilan Rakyat Daerah). The leader of administrative city or administrative regency is directly appointed by the governor.

It was founded on 1 July 1992, by combining the sub-districts (Mukim) of Ulu Klang and Ampang from the Gombak District Council (Majlis Daerah Gombak) (which is now known as Selayang Municipal Council) and Hulu Langat District Council (Majlis Daerah Hulu Langat) (now under Kajang Municipal Council) respectively.
These include Kota Harapan Indah, Summarecon Bekasi, Kemang Pratama and Grand Galaxy City. Prime business and commercial centres are situated in the western part of city. There are some financial centres, restaurants, and shopping centres along Jalan Ahmad Yani, Jalan Sudirman, Jalan K.H. Noer Alie, and Harapan Indah Boulevard.

Kajang was granted municipal status on 1 January 1997. Previously it was under the jurisdiction of the Hulu Langat District Council (Majlis Daerah Hulu Langat, MDHL). Kajang was the administrative centre of the Hulu Langat region until it was relocated to Bandar Baru Bangi in 1992. [17]
