When you click on the "Tier I (1990–2008)" subsection on TOC on page, which is inside the switcher module, but is not selected from the toggle buttons below, it won't switch to the subsection automatically. You have to click on the toggle buttons manually to switch to it. The default button is set to another subsection withing the same section.
