The Singapore Academy of Law Act was created by an Act of Parliament on 1 November 1988, and had its City Hall premises officially opened by former Prime Minister Lee Kuan Yew. With the Singapore Academy of Law (Amendment) Act passed in 1995, SAL's functions were expanded to include development of legal infrastructure and services.

[1] At the end of public primary education, Singapore students take the Primary School Leaving Examination (PSLE) and are placed into the different streams and secondary schools based on their results.
Currently, there are a total of 15 primary schools and 11 high schools being accorded SAP status. Before the educational reforms in the 2000s, students had to achieve a PSLE aggregate score in the top 10% of their cohort, with an A grade for both mother tongue and English, to be entitled to enter an SAP school under the Special academic stream.
