The javelin, while thrown, has the range profile of a ranged weapon. The spear has a normal range for a thrown weapon and has versatile. The spear can also benefit from the UA Spear Master feat and, as per the errata, now counts as a polearm for Polearm Master. The difference is subtle but actually more obvious than other weapons on the list.
Unless you want to swap your attack and damage stat to Intelligence and be a javelin throwing gnome riding a steel defender, I don't think a 3rd level in Artificer would help you. But getting a fast mount in general to further enhance the build is not a bad idea. Especially if you decide not to go with Sharpshooter.

Javelins are intended to be more effective than a dart, but less effective than a longbow. That's why they deal 1d6 damage which just happens to be the same as a shortbow. It doesn't completely offset it, but they also get Strength damage. Mostly just a quirk of the damage system in 5e.
A handaxe simply requires more metal and is harder to make than a javelin, hence the cost. A maul and a greatsword have exactly the same damage die and properties (bludgeoning vs slashing is a negligible difference), and yet the greatsword costs 50 gp while the maul costs 10. It's just a matter of semi-realistic costs.
