Camarines Sur's 1st congressional district is one of the five congressional districts of the Philippines in the province of Camarines Sur. It has been represented in the House of Representatives of the Philippines since 1919. [3] The district consists of the northern Camarines Sur municipalities of Cabusao, Del Gallego, Lupi, Ragay and Sipocot.
Mercado-Andaya was born on March 7, 1969. She married Rolando Andaya Jr., and together they had two children named Rolando IV ("Ranton") and Katrina.. In the 2019 elections, she ran as congresswoman for Camarines Sur's 1st district and emerged victorious with 61,480 votes against her sole opponent, Long Mejia, who received 29,228 votes.
Camarines Sur was represented as part of Ambos Camarines until it was granted its own representations in 1919. It was divided into two legislative districts until 1972. It was part of the representation of Region V from 1978 to 1984, and from 1984 to 1986, it elected 4 assemblymen at-large.

He ran again successfully in the succeeding House elections of 2013 and 2016 , serving uninterrupted as a congressman until 2019, after which his wife took over until her untimely death in July 2020.
