There are requirements that allow basic qualification for entrance into OCS for the Army Reserve and Army National Guard. The Army Regulation (AR) that governs OCS is AR 350–51. Candidates must have at least 90 credits from an accredited college, approval from the state RTI board, and falling in the age range of 18 to 41 years. [32]

Under both Army Regulation (AR) 145-1 and federal law, the ROTC programs at the senior military colleges are treated differently from those at other schools.. Unlike ROTC programs elsewhere, the Department of Defense is prohibited from closing or reducing the ROTC programs at an SMC, even during time of war (full or total mobilization).
Those selected for NECP remain on active duty and are administratively assigned to an Air Force ROTC detachment. Their duty is to attend school as a full-time college student. NECP cadets may participate in the program for up to 24 consecutive months, depending on prior academic preparation and age limitations.
* Cadet captain is the rank that the leader of a NJROTC unit holds if the unit has reached the cadet enrollment requirements to be rated as a regiment. It is a relatively rare rank, as of June 2013, there are only 5 regimental-sized units out of the 584 NJROTC units worldwide.
