The Second Amendment to the Constitution of Pakistan (Urdu: آئین پاکستان میں دوسری ترمیم) became a part of the Constitution of Pakistan on 7 September 1974 under the Government of Prime Minister Zulfikar Ali Bhutto. Unlike the 1962 constitution it gave Pakistan a parliamentary democracy with executive power concentrated in the office of the prime minister, and the formal head of state—the president—limited to acting on the advice of the prime minister.
