Many Millerton residents, drawn by the convenience of the railroad and worried about flooding, moved to the new community. Fresno became an incorporated city in 1885. In 1903, the faltering San Joaquin Power Company was renamed the San Joaquin Light and Power Corporation and included the Fresno City Water Company and the Fresno City Railway. [18]
The building across from Hotel Fresno operated for 34 years until a new city hall, four times larger, was completed in 1941. This two-story, L-shaped building was designed by architect Ernest J. Kump and located at Fresno and M streets. The building later became known as "Old City Hall" and was placed on Fresno's Register of Historic Places. [4]
The five-member elected Fresno County Board of Supervisors (BOS) is the county legislature. The board operates in a legislative, executive, and quasi-judicial capacity. As a legislative authority, it can pass ordinances for the unincorporated areas (ordinances that affect the whole county, like posting of restaurant ratings, must be ratified by the individual city).
The Fresno Bee has changed right alongside the city of its namesake. Fresno County had approximately 129,000 residents in 1922, and Fresno was believed to be growing at a rate of 5,000 people a year.
