[2] Bella Vista is a small, rural community about 9 miles (14 km) northeast of Redding, and about 5 miles (8.0 km) north of Palo Cedro. Its population is 3,641 as of the 2020 census, up from 2,781 from the 2010 census.
From 1927 to 1952, water from the Big Spring east of the lake, 1.5 miles away and 310 feet lower, was pumped by hydraulic rams to the tank and then flowed by gravity to the cottages and hotel. The tank was added to the National Register of Historic Places in 1992, and is now owned by the Bella Vista Historical Society.

Developed by the Velting family contractors in the mid-1970s, Grass Lake was expanded and a large dike was added to the western edge to raise the water level. In 1923, EBMUD was founded due to the rapid population growth and severe drought in the area. The district constructed Pardee Dam (finished in 1929) on the Mokelumne River in the Sierra Nevada, and a large steel pipe Mokelumne Aqueduct to transport the water from Pardee Reservoir across the Central Valley to the San Pablo Reservoir located in the hills of the East Bay region.
