The park opened to the public in 1933. From 1933 to 1939, the Civilian Conservation Corps was active in the park creating Cheaha Lake and building numerous structures including a stone bathhouse, eleven stone cabins, two stone pavilions, Bunker Tower, the Bald Rock Group Lodge, and several hiking trails. Progress in completing the trail was slow and interest in hiking the complete trail was minimal. By 1995, only 15 people were recorded as having hiked the whole trail, still largely unfinished. In that same year, the Continental Divide Trail Alliance (CDTA) was created and with volunteers built or improved the route of the trail.

The National Trails System Act of 1968 established the first two national scenic trails (the Appalachian and the Pacific Crest trails) and designated other trails, including the CDT, to be studied for possible later inclusion in the system. [2] At the time the CDT gained standing as a national scenic trail, it was not one unified trail.
