The genesis of the "351 Cleveland" resulted from Ford's inability to produce enough of its new Ford small block engine-based 351 cu in V8s at its Windsor Engine Plant #1 in Windsor, Ontario, Canada. Sales and marketing forecasts for the 1969 model year called for a second line, which was organized at Ford's Cleveland, Ohio, engine works.

A 289 Ford small-block V8 in a 1965 Ford Mustang. The 289 cu in (4.7 L) V8 was introduced in April 1963, carrying the Challenger name over from the 260 [3] and replacing it as the base V8 for full-sized Fords. Bore was expanded to 4.00 in (101.6 mm), becoming the standard for most small block Ford engines. Stroke remained at 2.87 inches.
Cleveland Engine Plant number 2 opened in 1955 [3] to produce the Y-block 292 V8 for the Ford Thunderbird. It was the source of the famed 351 Cleveland V8, and most recently, it was the site for Duratec 25 and 30 production starting in 1994. [ 3 ]

With the rev limiter disabled it is theoretically capable of 252 km/h (157 mph) and can exceed 7,000 rpm in fourth gear. The rev limiter is set to 6,150 rpm. The engine type was a 351 Cleveland (carried over from the XW GT/GT-HO Phase II). While Ford stated an output of 300 horsepower, the engine was reputed to produce over 350 horsepower.
