A portable emissions measurement system (PEMS) is a vehicle emissions testing device that is small and light enough to be carried inside or moved with a motor vehicle that is being driven during testing, rather than on the stationary rollers of a dynamometer that only simulates real-world driving.
CEM systems can also measure air flow, flue gas opacity and moisture. A monitoring system that measures particulate matter is referred to as a PEMS. In the U.S., the EPA requires a data acquisition and handling system to collect and report the data. Measurements of concentration can be converted to mass/hour by including flow rate measurements.
The PEMS contains complex instrumentation that includes: advanced gas analyzers, exhaust gas flowmeters, an integrated weather station, a Global Positioning System (GPS), as well as a connection to the network. The protocol does not indicate a single PEMS as reference, but indicates the set of parameters that its equipment has to satisfy.

Carbon monitoring as part of greenhouse gas monitoring refers to tracking how much carbon dioxide or methane is produced by a particular activity at a particular time. For example, it may refer to tracking methane emissions from agriculture, or carbon dioxide emissions from land use changes, such as deforestation, or from burning fossil fuels, whether in a power plant, automobile, or other device.
Emissions or release parameters such as source location and height, type of source (i.e., fire, pool or vent stack) and exit velocity, exit temperature and mass flow rate or release rate. Terrain elevations at the source location and at the receptor location(s), such as nearby homes, schools, businesses and hospitals.

The four main methods are the emission factor-based method, mass balance method, predictive emissions monitoring systems, and continuous emissions monitoring systems. These methods differ in accuracy, cost, and usability.
