Pennsylvania Rail Trails are former railway lines that have been converted to paths designed for pedestrian, bicycle, skating, equestrian, or light motorized traffic. Rail trails are multi-use paths offering, at a minimum, a combination of pedestrian and cycle recreation.
PA 16 intersects several roads including PA 456 in Cove Gap, PA 75 and PA 416 in Mercersburg, PA 995 in Upton, US 11 and Interstate 81 (I-81) in Greencastle, PA 316 and PA 997 in Waynesboro, and PA 116 in Carroll Valley. The road's main name is Buchanan Trail in honor of 15th President James Buchanan, who was born near the road in Cove Gap.
The Lower Trail is owned and maintained by Rails to Trails of Central Pennsylvania, a 501c3 organization. The trail follows the path of the former Pennsylvania Railroad Petersburg Branch along the Frankstown Branch of the Juniata River. It is open free of charge to the public, though donations are accepted at all trail heads.
