Deane was born in Rockingham, North Carolina, the son of Charles B. Deane who served in the United States House of Representatives. He graduated from Rockingham High School in 1955. Deane graduated from Wake Forest University in 1959 and received his law degree from Wake Forest University School of Law in 1962.
He was the member of the United States House of Representatives for the North Carolina 3rd district from 1919 to 1922. He died in office on April 13, 1922, and is buried at Cedar Grove Cemetery, New Bern, North Carolina. An obituary noted that Mr. Brinson had died of an undisclosed illness "that dated back to the close of the campaign in 1918". [1]
