The post-increment and post-decrement operators increase (or decrease) the value of their operand by 1, but the value of the expression is the operand's value prior to the increment (or decrement) operation. In languages where increment/decrement is not an expression (e.g., Go), only one version is needed (in the case of Go, post operators only).
In C++, a class can overload all of the pointer operations, so an iterator can be implemented that acts more or less like a pointer, complete with dereference, increment, and decrement. Breaking it down: array + i is the memory location of the (i) th element of array, starting at i=0; *(array + i) takes that memory address and dereferences it to access the value.
