The Center Turnpike was chartered in May 1826 as a road from the center of Tolland to the village of Quinebaug via Westford, North Ashford, and North Woodstock.In 1922, a portion of the Center Turnpike was designated as State Highway 151, which began at New England Route 32, and followed Turnpike Road, Boston Hollow Road, Centre Pike, and Old Turnpike Road to the Massachusetts state line.

Route 198 was commissioned in 1932, [3] running along the current route of Route 171 from former Route 15 (now I-84) in Union to former Route 91 (now Route 171) in Woodstock. Between 1932 and 1942, its western terminus was truncated at the Union-Eastford town line.

The turnpike left Norwich using Canterbury Turnpike, crossing the Shetucket River at Occum and continuing northeast on Kinsman Hill Road to Route 169. The turnpike then followed Route 169 all the way to Woodstock and the Massachusetts state line. In 1923, state routes were first designated in Connecticut and Massachusetts.
