I have other suggestions to try. First, right click on the Steam icon you use to launch the game and select Properties. You should see a "Target" field in the ShortCut tab (it should open to the shortcut tab and be right there in front of you). At the end of the text in the Target field add this: -nochatui -nofriendsui.

I recently tried to tried to get into steam on windows 10 and it has only recently after their latest update gave me the message 'failed to load steamui.dll', i contacted them to see if they could help and mentioned that it could be a windows component that may be the problem.
