In order to experience what the island has to offer having a car rental is a must. There are many beaches only accessible by car, preferably a jeep. Many publicos (public transportation) will not drive to these areas which are truly the most beautiful on the island.
Taxis and public vans (publicos) Here is a list I found of some of the more reliable taxis and publicos in Vieques. Where to Find a Carro Publico. When you arrive at the Vieques ferry terminal or airport, there will be publicos ready to take you to your destination. Publicos also circulate around the towns of Isabel Segunda and Esperanza around El Malecon where most restaurants are located.
Getting Around in Vieques. Public cabs or vans called públicos transport people around the island. To fully experience Vieques, however, you should rent a jeep. The mountainous interior, more than a dozen beaches, and the nature reserves on former military bases absolutely require it.
Public vans will take you to most places in Vieques. These vans say “Vieques y Sus Barrios” on the windshield (“Vieques and her neighborhoods”). You can flag one down anywhere in the street, in which case you will pay $5.00 to go to most any residential area in Vieques (not all).
Getting around Vieques is the easiest when you rent a vehicle during your whole stay. Yet, it is not the cheapest. You may also ride their other modes of transportation such as taxis and public vans, and the fare you will be saving by choosing the latter is about $55.
There is quite good public transport by "Publico" - a kind of cross between a taxi and a bus. The whole island is served by random but frequent Publicos that go back and forth between Esperanza, Isabella and all of the smaller "Barrios" (townships).
