Each district is rated A, B, C, and D according to population, budget, and economic scale. The highest is A grade. The district where the state capital is located is always Class A (Article 9 of the Local Government Law). The region with the most districts is Awdal, Sool and conversely the region with the fewest is Sahil.
The SSC movement was established in the first half of 2009. A meeting was held by the Dhulbahante clan to establish a regional government directly under the Federal Republic of Somalia, including residents of Sool, Sanaag, and Cayn. In early 2012, the Khaatumo State was established in Taleh, a significant town in the Sool region.

The Nugaal Valley is a key pastoral area which spans across four regions, Nugal and Bari in Somalia and Sool, Sanaag and Togdheer in Somaliland. [2] Pastoral nomadism is the primary way of life for most of the people living in the valley. Goat and camel raising form the basis of the economy, and frankincense and myrrh are collected from wild trees.
