The HDMI port (video portion) is just part of the Display Adapter driver. You won't see it separately in Device Manager. Usually part of the display adapter drivers is the driver for HDMI audio and that will show up, in Sound, Video and Game Controllers and in the Sound control panel.
I recently unplugged my HDMI cable from my gpu (980ti), once I plugged it back in, the monitor didn't detect any signal. My computer can't find any other monitor, only my main display. Already tried to switch between HDMI cable but still nothing. the HDMI port itself still looks pristine. I don't know why it isn't detecting the second monitor ...

Most Notebooks/Laptops have a keyboard setting for control such as the Fn key plus another F key or other key/s for dimming/increasing the display, shouldn't affect the HDMI [or VGA on some] output. An example, my Vostro 1510 uses the Fn key plus the Up and Down arrows to make the changes while may ASUS uses the Fn key plus F5 or F6 for change.
An HDMI to VGA cable has a chip for D to A in the plugs. You need a decent quality one, they maybe single direction or bi-directional. Obviously you would need HDMI > VGA, or HDMI <> VGA bi-directional. By chance you may have bought VGA > HDMI single direction which won't work the other way.

If your cable is bad or you just need an adapter because for some reason a straight cable won't work - spending $20 on the adapter is a lot cheaper than new graphics card. I just installed my GTX 970 card a week ago and I had plenty of HDMI cables so that is why I went with the adapter instead of buying a new display port to hdmi cable.
An HDMI 1.4 port supports 3840X2160 resolution, but at 30 Hz. Even ignoring "Anibor's" post, you won't get UHD resolution at a good refresh rate. As it stands, the laptops resolution is 1366X768. The image is getting scaled up 3X (in both axes), so it's probably not going to look crisp.
