James Addison Johnson (October 7, 1865 – April 5, 1939) was an American architect known for his design of various architectural landmarks in Buffalo, New York, and his use of decorative work that many consider a foreshadowing of art deco design.
The building contains the Erie County Executive’s office, Department of Motor Vehicles, Department of Public Works, the Office of Geographic Information Services, and a number of other county departments. It was designed by architectural firms Milstein, Wittek, Davis & Hamilton and Backus, Crane & Love, and constructed c. 1968. [2]

At the time of his death, Lyman was referred to as the "dean of Western New York Architecture."
