Under Nevada law, the adjutant general serves as the senior military officer. Throughout the state's first century, though, the obligations were ex-officio positions of other offices, including lieutenant governor and secretary of state. In 1948, the Nevada National Guard re-organized after it federalized for service in World War II.
A member of Nevada's Constitutional Convention of 1863, Noteware was the first elected adjutant general. In 1866, the Nevada Legislature made the position an additional duty of the secretary of state, a position Noteware held from 1864 to 1870. Noteware also served in the Nevada Senate (Ormsby County).
