It was built as a Carnegie library, funded by a $12,500 Carnegie grant, and was built during 1916 to 1918. [2] It is about 61 by 31 feet (18.6 m × 9.4 m) in plan. [3] It served as Sterling's public library for 58 years, until 1976. [2] It was designed by Denver architect William Cowe, a Scottish immigrant who died in 1930. [3]

The remodeled Cook Park Library reopened on January 8, 2011. As of 2015, the Cook Memorial Public Library District was serving 60,000 people in Libertyville, Vernon Hills, Green Oaks, and Mundelein. The library district continues to operate two full-service libraries, a digital/eLibrary collection, as well as a Bookmobile, and Outreach.
