The District of Montgomeryshire or Montgomery (Welsh: Maldwyn) was one of three local government districts of the county of Powys, Wales, from 1974 until 1996. The district had an identical area to the previous administrative county of Montgomeryshire. The district was abolished in 1996, with Powys County Council taking over its functions.
Since the May 1999 local government election, it has been represented by one county councillor on Powys County Council, though there has only been an election held in 2008 and 2012 (when there was more than one candidate standing). Powys is administered by Powys County Council and has 68 (73 until 2022) elected councillors representing 60 (73 until 2022) council wards. Although it is a unitary authority, the highway functions of the council, along with the allocation of small grants, are delegated to the three Shire Committees. In 2008 Russell was elected to Powys County Council to represent the Newtown Central ward. Following this, he was elected by the County Councils’ Welsh Conservative group to be one of its representatives on the council's executive management board a position he held until 2011. He stood down as a Councillor in 2017.
