The SkyTrain was conceived as a legacy project of Expo 86; its first line, the Expo Line, was finished in 1985, in time to showcase the fair's theme: Transportation and Communication. The station houses the "New Westminster Smoke Shoppe", a small convenience store that opened with the opening of SkyTrain's formal revenue service in 1986. New Westminster Quay and River Market are two blocks south of the station, across railway tracks. Pedestrians can access the Quay via a pedestrian overpass or via a ground-level crossing.
When the Expo Line was opened in 1985, an extension to Lougheed Mall in east Burnaby was proposed. The most likely junction point for the spur to Lougheed Mall would have been from Royal Oak station, up Edmonds Street to Lougheed Mall, although early SkyTrain route maps also suggested an extension northeast from New Westminster.
