The Pittsburgh Bureau of Emergency Medical Services (PEMS) provides emergency medical services and medically directed rescue services for the City of Pittsburgh, Pennsylvania. It is a bureau of the Department of Public Safety (DPS), along with the Bureaus of Police , Administration, Fire , and Animal Care and Control.
In the early 1990s, Dr. Winter, as Chairman of the Department of Anesthesiology and Critical Care Medicine, realized the importance of establishing a simulation center for training Department personnel. The simulator obtained for this purpose, essentially the only one available at the time, came at the high cost of over $250,000.

EMSA provides ambulance service to more than 1.6 million residents in central and northeast Oklahoma.
