I think it makes more sense if you just assume the cheetah as the object of the question all the way through. Any time it says "it" or "its" assume cheetah. I think the question is essentially "How long does the prey initially have to react if the cheetah starts from 100m and can obtain an average speed of 90km/h over that distance."
