Hey! The versions of Fabric API available for 1.16.5 have the mod ID set to "fabric" instead of "fabric-api". Switch out the dependency of "fabric-api" in your fabric.mod.json for the correct mod ID and it should work fine.
What you need is legacy fabric, which isn't downloadable on fabricmc.net, instead you can find it here legacy fabric. For additional help you can join their discord. For the fabric loader, its just in the insataller at fabricmc.net. For the Fabric API, there is a project called Legacy Fabric, that has ported the API to 1.8.9.

With Fabric there's only minimal 'helper' stuff, and it makes less changes to the game. With Forge the dev team has to adapt all their APIs to the new versions, which takes time, but it helps a lot for developers because a lot of work has already been done. It's easier to create blocks, entities, listen for events, etc thanks to these APIs.

Fabric isn't better than Forge. Fabric is different from Forge. Like asking why a sports car is better than a minivan. If you need to haul kids around, a sports car won't cut it. Forge has worked to develop a standardized API that anyone can use, along with standard sets of events a developer can register with.
