   This is what i did to open HEIC files in Windows10. Step 1: Go to Microsoft APP Store and load HEIF Image Extension. Step 2: Go to Microsoft APP Store and load HEVC Video Extension. In the description of HEIF Image Extension it tells you that you must have both extensions to visualize HEIC files in Microsoft Photos.

   I've installed the HEIF Image Extensions from the Microsoft Store and rebooted my machine. When I try to open a file with .heic extension, Photos just says it can't open the file.     HEIF Image extension is necessary to open .heic images on your PC. Without it, you won't be able to view some images, especially pictures that are most often saved from the phone. This is the same with HEVC for video files. The People app is used for contacts and it's only 178KB if you're not using it.
