fnaf engine for sure. Fnaf maker doesn't let you do custom stuff and only the already premade things. Though in fnaf engine you can do many kind of mechanics, menus etc.

With Clickteam you would be very limited, with gms2 you would have the opportunity to create other games besides fnaf fangames...sure, with Clickteam you can too, but not like you could with gms2. To start you can try to use Gdevelop 5 which is free, easy to use and is a very good engine. (Btw Clickteam costs too much for what it offers.)
FNaF World and many fan games tend to be made using Clickteam so maybe there's one detail in the engine that sets off those false positives. Maybe try adding the fangames as exceptions in your antivirus in order to play them anyway idk.

Clickteam is the engine that Scott used, and is pretty easy to learn but does cost quite a bit. Other free alternatives are Unreal Engine 4 as well as Unity which offers a free version that should suffice fangame needs. me and my friends are planning to make a fnaf fan game but dont know what good free engine to use since most cost more money ...
