Marshall, at the time Secretary of State of the United States of America, gave an address at Harvard University in Cambridge, Massachusetts, where he proposed a plan to aid European recovery after the events of World War II, in the form of financial and economic assistance from the United States.
The commission was established by the Marshall Aid Commemoration Act 1953 (1 & 2 Eliz. 2. c. c. 39) of the UK Parliament, in recognition of the Marshall Plan , which had provided economic support to Western Europe (including the UK) in the aftermath of the Second World War.
