This is an old answer, so it isn't always the case anymore. For example on 1.18.2 modpacks like stoneblock 3 (forge) you will not have a mod button on the main menu, even though forge is in use. Many things changed in the new versions, we have lost a lot of code because everyone had to rewrite pretty much everything code related.
Next run normal minecraft on the version your modding then make a world and exit minecraft. then click on the forge installer and install client next go into the minecraft launcher and change your virsion the the forge [should be at the bottom and run it then when it stats exit it lastly open your .minecraft folder look for mods and drag the ...

For example: Say you had a Forge profile for modded Minecraft, you'd configure the Game Directory to be in .minecraft\profiles\Forge, and thus the mods folder for that would be there. Then you could have a separate folder for Vanilla or whatever (.minecraft\profiles\Vanilla) and have a different profile
Some of these methods don't seem to work. Deleting the folder doesn't remove it from the Minecraft launcher. In the most recent Minecraft launcher (2.1.1433), this worked for me: Start Minecraft; Click the hamburger menu and then launch options; Click forge version you want to remove; Click delete in upper right

Using Forge, I did the following: 'Get info' > I change the end of the file to .zip from .jar > open zip > place folder in Application support/minecraft/mods (Using a mac) All mods I'm attempting to run show up in the mods list in the main menu, but when I play, none of the mods are actually active.
Most of the time, conflicting mods does not work because they edit the same bit of data in the game files and the mods that is last loaded overwrite the data of the first mod which cause the first mod to crash since what it need is not there or not correctly programmed.
Vanilla Minecraft does not have a "mods" folder. Most likely case is that you need to install Forge Mod Loader, which you can download here. If you do already have Forge and the folder is still missing, it may have been deleted by mistake. You should be able to create a new folder in the .minecraft directory, and call it "mods".
Editing the profile that Forge created for you to use 1.9.4 broke the profile — doing that tells the profile to run unmodded 1.9.4! The profile Forge adds for you already has the Forge-modded 1.9.4 version selected and will work without needing you to change anything. Just leave it alone and launch it.
