If you are using one of the wallpapers built into iOS (one of the included wallpapers), they are stored in a secure area on the device...you can access them as they are (used as a wallpaper) but you cannot save them or access them through the iOS file system for use elsewhere.
When I swipe up to unlock, I get the lovely transition to blur the wallpaper but the Home Screen wallpaper doesn’t match the Lock Screen so there’s a horrible ‘pop’ when it switches colours. I just upgraded my iPhone 13 Pro to 16 Pro and the same issue is on both. I have the same set up on my iPad with ipadOS 18 but it works fine there.
