I use iSeeCars the most but recently TrueCar and Cars.com have had the cheapest options for the car that I'm looking for. All of these are apps, at least on Android. Carfax. I would use cars.com, but filter for "owners" to take out sleazy dealers. Please take the time to flair your post accordingly.
ADMIN MOD. Do not use TrueCar. Other. At least do not make a TrueCar account unless you want to be inundated with non stop phone calls. I made an account because it was going to allow me to see “TrueCar” prices on the app. Turns out what it does is immediately send all of your information to the dealerships right away.
CarGurus: most effective due to wider search area. Frequent alerts, more specific search criteria (trim, features). Definitely my #1. Found my car there 3 hrs drive away and bough it. Cars.com did not have as many results as cargurus, I did not find it effective, so stopped using after couple weeks.
For new cars, I had good luck multiple times, more than 20% off of MSRP, better than any online advertised price. I liked them better when they just provided the data, but hard to make money that way. One thing I did make sure to do was get true car prices from several dealers and play them against one another. 1.

At the core TrueCar is a lead generator. Its connects potential buyers with dealers. What you get for free, even before you enter information, if their market average breakdown. On new cars this shows you what people actually paid for similarly configured cars in your area. On used cars you see what similar cars are typically listed for.

Some people just love haggling and negotiating. If you’re not one of those people, then think about what your time and sanity is worth. If it’s not worth $3-500 on a $50k car, then maybe you should reevaluate purchasing a brand new car. That’s a product of a good dealership, not the Costco program.
