Total ias contributes to WW breakpoints now. It used to just be weapon speed. So death phase blade would be as close as you could get. Phaseblade being a natural -35 and the last breakpoint being -39. Death isn’t too expensive a runeword, rune-wise, so it could be used in a less-than-optimal base if you want.

The Ums might be more useful in a trade or as a socket but Bone is the far superior body armour. The +2 skills and a huge boost to mana, is a lot more useful than the increased casting rate would be. I was planning to UM a shako but I ended up with +13 and +15 all res jewels before I saw my first um.
By the time you get a hel rune you will probably already have the runes for spirit sword, i dont see this being useful at all if it requires a hel rune. also the other lower level runeword that requires a shael, both of these runewords require a rune that are too high to make use as you will find something much better before finding those runes anyways.

If you have the runes and bases for both then I would make both and play with each to see which one your prefer. 4.

if its white or grey, has exactly the correct amount of sockets and is of the correct type its eligible. its as simple as that. Probably just put 6 Ist in it and use it as a mf sword. sup item need the quest to socket cant do them in the cube. Just now a "Superior Crystal Sword" with 6 sockets dropped for me.
Cows is good. High player levels helps for sure. Pits has been the best for me. Chaos sanctuary is a good place for it, but I would say cow runs is a better place. Get naked and run through cow fields (by naked I mean take all your mf off) The best way to find bases is to not actively search for them.
