The public areas of Cumberland Island are part of a national seashore managed by the National Park Service. NPS restricts access to 300 people on the island at a time, and campers are allowed to stay no more than seven nights. The island is only accessible by boat. The Cumberland Queen ferry runs three times a day from March 1 to September 30.

The portion of Texas State Highway 87 extending through Sea Rim to High Island is closed, having been destroyed in 1989 by Hurricane Jerry. Previous storms had eroded the beach, leaving the highway vulnerable to storm-generated surf. In September 2005, Hurricane Rita did extensive damage to Sea Rim State Park, forcing its closure.
The only other Texas beach, that made No. 12 on the list, was UFO Beach in South Padre Island. For those who are not in Texas, there are only six other states who offer naked beach trips.
