Pendleton is a city in and the county seat [6] of Umatilla County, Oregon, United States.The population was 17,107 at the time of the 2020 census, which includes approximately 1,600 people who are incarcerated at Eastern Oregon Correctional Institution.
The library served as the Umatilla County Library, then as the Pendleton Public Library, until 1996 and was listed on the National Register of Historic Places in 1997. After serving for more than 80 years as a library and community gathering place, the building was renovated by the Arts Council of Pendleton into a multi-venue arts facility.
Because it is situated five miles south of the city of Pendleton, the refuge receives almost 50,000 annual visitors, most during the summer months.
