When the computer is in S mode you can't install applications outside Microsoft Store, you can search Canon website for the driver if they provide it in the Store, if they don't have it you cannot install the printer driver in S Mode.
I have since gone to the Canon website and updated the software, so I know I have the latest available. I have also used the Canon printer's own software to check for Updates and followed the onscreen prompts to check for and install the latest software available. This is the name of the update: "Canon - Printer - 8/27/2018 12:00:00 AM - 2.91.2.10"

I found the same problem with my Canon Pixma MG5250. I then noticed that windows 11 had identified my printer as a device not a printer (i.e., a scanner). I then removed manually the device and re-run the Canon WIndows 10 driver installation and finally the printer was installed.
I have removed the printer and its drivers and setup. I downloaded the driver from Canon and ran it. The printer shows on the network and has a network address (arp -a in the command prompt) but the software cannot talk to the printer or set it up.
Thanks for the extra details. In general, you shouldn't need to install drivers on Windows from another Store like the Google Play store. On Windows, you can connect to new Printer devices that you've connected under Settings > Printers & scanners. This will search for a driver for your connected printer, either locally or from the web/Store.
Note when I reloaded drivers the printer property name is Canon MX490 series Printer (copy 1). Not sure why the (Copy 1) was changed but I don't think this has anything to do with it since the original name of Canon MX490 Series Printer wasn't working either.
