Kill 20 monsters in the Ruins before killing Toriel, kill 16 monsters before killing Papyrus, kill 18 monsters before killing Undyne, and then kill 40 monsters before killing Mettaton.
A personal recommendation is to have a Sea Tea on hand. Use it in the second act of the fight, when Sans spares you and gives you time to use items without consequence. It helps you avoid some of the faster attacks, especially Sans' Final Attack. Also, another tip is to wager how long you can go without using any items.
Karmic Retribution is a common phrase that refers to when someone gets what is coming to them. Since you only fight Sans if you've been killing NPCs, his attacks use KARMA, and he is by far the hardest fight in the entire game, it makes sense that people would refer to it as such, even if that's not technically what it is called in-game.

I'm really confused about the Sans fight. So normally, whenever you defeat a boss, they turn to dust and disappear. However, how come Sans was still walking after you defeat him? Also, why did you mention Papyrus, even though Papyrus was dead?
Song That Might Play When You Fight Sans is a red herring. The song in question is exclusive to the soundtrack. The song appears nowhere within the game itself, and is intended to throw you off from noticing the real song that plays when you fight Sa
Sans is considered the final boss of the Genocide Route. Spoilers ahead. If you read the wiki page on the Genocide Route starting from New Home here and scroll down a bit, you can see that after the Sans fight, three more things happen - Asgore dies, Flowey dies, and Chara talks to the protagonist / player directly and your game "glitches ...
