The Silmarillion isn't a conventional narrative story, but a historical chronicle of events told in a formal style similar to the Bible or old European Sagas. Without a conventional story as a foundation, it would be very difficult to film a traditional 3 act movie that's entertaining and capable of being followed by casual viewers.
The Silmarillion and other editings by Chris Tolkien (94) may be off limits due to stipulations in Chris' will. But there's a possibility that the original JRR notes would be considered a separate property, and could be synthesized into adaptable stories in a new take irrespective of what Chris has published, which could be made into film/TV ...

Oath of Fëanor, Kinslaying, Flight of the Noldor, Dagor-nuin-Giliath, death of Fëanor, first sunrise.
The Silmarillion covers the beginning of the world through the second age (and a bit beyond). It would be akin to making a trilogy about the history of Earth’s 4.6 billion year history until now. Or, even if you want a smaller timescale, from Colonial America till 1969. I think Peter Jackson is done with these movies.
It's definitely possible to take out specific stories, but that wouldn't be a Silmarillion film, it would just be a "Story from Middle Earth History" film, with a very narrow scope. It would probably be excellent if done correctly, but wouldn't be what I would call a film of the Silmarillion. Reply reply. Swie.
It's not going to happen. Turning the Silmarillion into a movie is like turning the Bible into a movie. You can't possibly get all of the stories into one film, or even a series of films, and most of them are much smaller than the length of a film. The Silmarillion isn't a coherent story, it's a collection of tales and myths.

Personally, a Silmarillion movie is a bad idea. You can't really put stuff like the Music of the Ainur on screen, or the Host of the Valar: anything that you could make would be unsatisfying. And the Silmarillion is just too "big", in the sense it contains so many stories you can't really make a movie adaptation of it all.
The Lay of Luthien: an opening prolouge, narrated by Elrond after Arwen left for the Grey Havens, tells the Theft of the Silmarils and Kinslaying, culminating in Feanor's death. The story of Beren and Luthien is then told. I condensed it slightly, removing Luthien's sujourn in Nargothrond.
Silmarillion is way too beautiful to become a movie. I don't want any of my imagination to be overriden by movie characters, places, voices, songs like happened with The Lord of the Rings. I will never read to Frodo again without seeing Elijah Wood's face.
